The Orioles and/or the city of Baltimore don't allow tailgating in the Oriole Park lots. Which basically means they don't allow a lit grill or an open container of alcohol. Plastic cups are an easy fix, but hiding a grill is another story.

But be creative. Bring some turkey jerky, cold cuts and snacks.

Unfortunately there are a few stadiums like Boston Red Sox that also don't allow tailgating.

I have gone to a parking lot in Baltimore that is behind the Holiday Inn where I tailgated for a Washington Nationals game. They let us drink beer there and we brought small charcoal grill with me. I don't understand why we can't do it in the Oriole's lot. Other teams allow it.

I would recommend going to Pickles or Sliders, which are right across from the left field/3B side of the ballpark. Either one is good, and they're the Baltimore version of tailgating before Orioles games.
